JUDICIAL REFORM SUPPORT

The Russian Federation has received financing ("the Loan") from the World Bank toward the cost of the Judicial ReformSupport Project, and intends to apply part of the proceeds for consulting services under the contract JRSP/2/B.2.2.8 (i) "Audit ofthe Current Status of Information Technology in the Supreme Court of the Russian Federation and the Supreme Commercial Court of theRussian Federation".  

The main objective of this consultancy is to collect and analyze empirical evidence about currentstatus of the information and communication infrastructure of the Supreme Court of the Russian Federation (SC) and the SupremeCommercial Court of the Russian Federation (SCC) that will be further used for development of the informatization concept of theSupreme Court of the Russian Federation formed as a result of the merger between currently functioning SC and SCC. 

The Services to be provided under this consultancy include:

1. Audit of organizationalperformance aspects of the information and communication infrastructure of sites, including:

- Analysis of the informationsystems currently used by the SC and the SCC and specifically in the context ofstrategic plans for development of the judiciarysystem in Russia;

- Identification of problemsand bottlenecks associated with the current management of information systems ofthe SC and the SCC;

- Analysis of the activities ofthe core structural units of sites (SC Legal Information Department, SCC Department of Information andCommunication).

2. Audit of technical aspectsin development and functioning of the information and communication infrastructure of sites,including:

- Identification of technicalproblems and bottlenecks associated with the existing information systems of the SC and SCC;

- Development of criteria forassessment of the current status of IT application in the SC and the SCC (including management, information and technicalaspects);

- Development of the generalassessmentof the SC and SCC information systems, including assessment of the technological solutions adopted and assessment oftechnology's relevance, and specifically of the complex solution to information protection issues; 

- Preparation of independentprofessional forecast of possibilities for co-functioning and/or the required modernization of the SC and SCC information systemsdue to the SC and SCC merger. 

3. Analysis of the obtaineddata and preparation of the report with recommendations on the methods to solve the existing technical problems and possibleoptions to improve efficiency of IT infrastructure of the merged CC.

The Services will be rendered in Moscow. The total duration of Services is estimated at 2 calendar months.

The Non-commercial Foundation for Enterprise Restructuring andFinancial Institutions Development now invites eligible consulting firms to indicate their interest in providing the Services.Interested Consultants shall provide information demonstrating that they have the required qualifications andrelevant experience toperform the Services.

The Expression of Interest shall specify the legal name (names, in the case of a joint venture) of the interestedConsultant, the legal status and country of registration, and indicate the experience related to this legal entity only (legalentities, in the case of a joint venture). Experience of companies other than such legal entity (entities) will not be evaluated.

The competitive selection will be carried out in accordance with the following criteria:

-           Experience in design, development andsupport of the information and communication systems that are comparable with the information and communication systems of the SCand SAC;

-          Experience in providing consulting servicesto conduct an independent audit of information systems that are compatible with the SC and SAC information systems;

-        Experience in providing consulting services to check the conformity of the information systemsof automation sites with the requirements ofthe current law.

The additionaladvantage during the evaluation of the firms' qualification will be:

 

-        Experience in providing consulting services for the federal governmentagencies;

-        Experience in providing consulting services for restructuring/reorganization of the governmentagencies;

-        Experience with the projects financed by the internationalorganizations.

The selected Consultant shall be an independent company or an association of independentcompanies.

 

The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers  dated May 2004 and revised in  October  2006  and in May  2010 ("Consultant Guidelines"), setting forth the World Bank'spolicy on conflict of interest and eligibility. The suppliers of goods, services and information systems that are deemed to be theobjects of the audit to be conducted or in any way are connected with the objects of the audit to be conducted shall not beeligible to participate in bidding to prevent conflict of interest.

Consultants may submit their Expressions of Interest as an individual firm orin association with other firms in the form ofa joint venture or subconsultancy. All the members of the joint venture shall be jointly andseverally liable for the entireassignment. At the same time, the sub-consultant's experience will not be considered during competitiveselection.

A Consultant will be selected in accordance with the Selection based on Consultant's Qualification (CQS) method set out inthe Consultant Guidelines. Under this method the best qualified and experienced firm shall be selected, and the selected firm onlyshall be asked to submit a combined technical and financial proposal.
